An ISV offering messaging services to multiple companies or organizations would qualify as a Campaign Service Provider (CSP). A CSP is a registered intermediary with TCR that can directly manage Brand and Campaign submissions.
If you want to have full visibility into your customers’ registration and own all of your Brands and Campaigns, you must register as a CSP.
There are no ongoing fees for CSP account maintenance or renewal.
If you fit the criteria of a CSP but choose to register as a “reseller”, you’ll need to work with a CSP to handle your Brand and Campaign registrations on your behalf.

Each customer (or end business) that sends messages through 10DLC must be registered as a Brand with TCR.
Authentication+ is an additional identity verification step required for certain Brand types—primarily publicly traded companies or Brands flagged as high-risk by TCR or carriers. Its purpose is to help reduce fraud, impersonation, and abuse in the A2P messaging ecosystem.
This process typically includes validating the Brand’s public records, legal identity, and domain-based email address.
At this time, Authentication+ is only enforced in specific cases, but it’s important for ISVs to be aware of it—especially when working with enterprise or publicly listed customers.
While not required, vetting your Brand through an independent third-party (like WMC Global or Aegis Mobile) can improve your Brand’s trust score, which is used by carriers to determine allowable throughput and message volume.
Standard vetting will assign your Brand a baseline RISQ score, which influences how much traffic your Campaigns can send per carrier limits. Enhanced vetting can unlock higher throughput, which is especially useful for high-volume or marketing use cases.
Pro Tip: Brand vetting doesn’t impact Campaign approval—but it does determine how much traffic carriers will allow your Campaign to send.
A Campaign is what links a registered Brand to a specific messaging use case—like alerts, customer care, or marketing.
Each Campaign must go through a vetting and registration process with a Direct Connect Aggregator (DCA).
Campaigns are billed monthly, starting with a 3-month minimum commitment, then renewed monthly. Pricing depends on the Campaign use case:
