The Best SMS API Providers for U.S. 10DLC: 2026/2027 Guide for Software Companies

If you're a software provider serving customers in the U.S. or Canada, 2026 has already brought a lot of change for A2P messaging—and 2027 is shaping up to bring more. In the U.S., 10DLC compliance continues to evolve, and it's no longer the only channel carrying that burden.

A quick note on scope: 10DLC and The Campaign Registry (TCR) registration apply specifically to U.S. A2P messaging. While many of the providers in this guide also support Canadian messaging and carrier connectivity, Canada's registration requirements are separate from the U.S. 10DLC framework.

Toll-Free is now on the same compliance path 10DLC has been on for years: new verification requirements took effect January 1, 2026, and will expand again in September 2026 to require published Privacy Policy and Terms & Conditions links on every new submission. Toll-Free should no longer be treated as a "shortcut" around 10DLC-style scrutiny—it's converging toward the same standard.

Carrier pass-through fees have followed a similar trajectory, rising year-over-year. Because carriers charge these fees regardless of whether a message is ultimately delivered, poor throughput management can leave software providers, also referred to as ISVs in the industry, paying carrier fees on messages that fail outright—and those failures become more costly as fees rise.

The ecosystem is also evolving on the channel side. RCS Business Messaging is emerging as an important complement—and eventual successor in some use cases—to traditional SMS/MMS. Because RCS availability depends on device, carrier, and data connectivity, providers need a practical SMS/MMS fallback strategy to maintain reach when an RCS message can't be delivered as intended.

But not every SMS API provider approaches these challenges the same way.

Most "best SMS API" lists still focus on global CPaaS giants with broad, international portfolios. But when it comes to U.S. A2P 10DLC, the details of registration, compliance support, throughput management, and infrastructure can matter just as much as the breadth of the overall platform.

This 2026/2027 guide breaks down the top SMS API providers for ISVs—how each approaches 10DLC registration, compliance, and deliverability—and what to expect as the next wave of carrier and DCA updates rolls out.

In March 2026, Twilio announced direct 10DLC connections across all major U.S. carriers (AT&T, T-Mobile, Verizon) and Canadian carriers (Bell & Virgin, Rogers, Telus)—a notable shift from relying on third-party aggregators.

What it's not: Twilio is not a wireless carrier. 

Why ISVs consider Twilio:

  • Direct 10DLC carrier connections, which Twilio says can shorten onboarding from weeks to days
  • Extensive developer documentation and SDK ecosystem
  • Global coverage and strong reliability across messaging channels

Keep in mind: While Twilio's move to direct 10DLC carrier connectivity is a significant upgrade to its infrastructure, its breadth is still a trade-off worth weighing. Twilio's platform spans nearly every communication channel and use case, and 10DLC is one workflow among many rather than the thing the platform was purpose-built around. 

Twilio's SMS and MMS inbound/outbound rack rates are higher than several providers in this comparison. Dedicated support is also available at an additional cost, which ISVs should factor in if they expect to need more hands-on technical or compliance assistance during registration.

Twilio is best for: SMBs, developers, and global enterprises that value self-service onboarding, pay-as-you-go pricing, and a broad communications platform that can scale with them.

2. Bandwidth

What it is: A U.S.-based CPaaS and carrier network that owns and operates its own Competitive Local Exchange Carrier (CLEC) infrastructure—meaning Bandwidth is both a voice carrier and a communications platform. This gives it direct connectivity to U.S. carriers and strong control over its network performance.

What it's not: Bandwidth is not a DCA.

Why ISVs consider Bandwidth:

  • Direct-to-carrier model offering reliable delivery and control
  • Competitive rates for large-volume enterprise messaging

Keep in mind: Bandwidth supports full CSP-style registration through its own APIs—a Reseller and Brand API for creating Brands on behalf of downstream customers, a Campaign API for creating and managing Campaigns directly, a Brand Vetting API, and a separate Campaign Imports feature for bringing in Campaigns already registered elsewhere.

One limitation to note is Sole Proprietor support: Bandwidth does not currently support the Sole Proprietor use case, so ISVs with customers in that category will need another path.

Bandwidth publishes and enforces account and carrier rate limits, but customers remain responsible for designing their sending behavior around those constraints rather than relying on a built-in application-layer queueing system to automatically pace traffic.

Bandwidth is best for: Enterprises, telecom resellers, or CSPs that want direct carrier control paired with full API-driven Brand and Campaign management, and have the technical resources to manage sending behavior around carrier and account rate limits.

3. Vonage (formerly Nexmo)

What it's not: Vonage is not a DCA.

Why ISVs consider Vonage:

Keep in mind: Vonage supports 10DLC registration through both its dashboard and dedicated APIs, including Brand registration, vetting, Campaign creation, and number linking. That makes the process automatable for ISVs rather than strictly manual. However, registration still involves reviews by Vonage, its partners, vetting providers, and carriers. Vonage advises customers to allow several days or even weeks for the full onboarding process, depending on the use case. 

For ISVs, the consideration is therefore not whether registration can be automated, but how much internal time and expertise they want to dedicate to managing the broader compliance and onboarding process.

Vonage is best for: ISVs and businesses that want API-driven 10DLC registration within a mature, well-documented global CPaaS platform with established developer tooling.

4. Plivo

What it is: A global CPaaS provider offering APIs for SMS, MMS, voice, verification, and other communications services. Plivo emphasizes developer-friendly APIs, self-service tooling, transparent pricing, and infrastructure built to support communications at scale.

What it's not: Plivo is not a DCA.

Why ISVs consider Plivo:

  • Published 10DLC registration and vetting fees

Keep in mind: Plivo supports programmatic 10DLC onboarding through APIs for Profiles, Brands, Campaigns, and number linking, including workflows for resellers registering downstream customers. Its 10DLC tooling is therefore fairly robust for ISVs that want to build registration into their own platforms. When comparing Plivo with more specialized 10DLC providers, ISVs should consider what they need beyond registration itself, including ongoing compliance guidance, proactive Campaign review, throughput management, and hands-on operational support.

Plivo is best for: Developer-focused ISVs and businesses that want self-service, API-driven 10DLC registration within a broader global communications platform.

5. Telnyx

What it is: A licensed carrier and communications infrastructure provider that operates its own private global network. Keep in mind: Telnyx offers substantial 10DLC functionality through its APIs and Portal, including tooling specifically for ISVs managing downstream Brands and Campaigns.
